Based on the presence of a new system setting FUNCTIONS_ADMIN_ISOLATION_ENABLED, we'll be enabling a new isolation mode for admin APIs. When enabled, admin APIs will only be accessible by internal AppService platform requests.

We'll be adding this feature for v3 and v4. v1 will not support it.
