[Docs update] The subscription registration instructions don't fit in well with the quickstart

https://learn.microsoft.com/en-us/azure/cloud-shell/quickstart?tabs=azurecli#registering-your-subscription-with-azure-cloud-shell should be placed somewhere at the start of any use with Cloud Shell. The placement of the section is currently a bit confusing because people start Cloud Shell and then find out they have to register. Moreover, there is a message displayed in the console notifying users when their subscription has not been registered. We should document that message as well.
