Is your feature request related to a problem? Please describe.
When vCPU quota is close to limit, upgrade AKS with node surge will probably cause failure.

Describe the solution you'd like

  1. Allow in-place upgrade if detects the vCPU quota is close to full while enabled cluster/node auto upgrade.
  2. Allow in-place upgrade if detects the vCPU quota is nearly full while user is performing manual upgrade.

This could allow user to upgrade the node while not worrying about the failure issue.

Additional context
Quota is common issue of causing AKS goes into failed status. So I believe this can be handy.
