Editor: Reusable Blocks Only Showing 10

Steps to reproduce

1. Starting at URL: WordPress.com test site sandbox1.blog
2. Save >10 (I added 12) reusable blocks.
3. Click add to add a block.
4. Go to "Reusable" tab.
5. See only 10 reusable blocks.

What I expected

Show all saved reusable blocks.

What happened instead

Only the latest 10 saved reusable blocks shown.

Browser / OS version

Firefox 82 / MacOS Catalina 10.15

Searching for the missing "reusable block 1" doesn't make it show up either.

Clicking "Manage all reusable blocks" DOES show numbers 1 & 2 as saved.

Works correctly on .org sites, tested on JN.

Just got this on 24509072-hc too. The site has 20 Reusable Blocks and the editor only shows 10, the search also doesn't work to find the other blocks.

I had this earlier today as well. This should hopefully get fixed here: WordPress/gutenberg#26486

Have another customer that had this issue. They've deactivated the Gutenberg plugin for now but I could reliably recreate the issue.
Only showed the most recently published 10 reusable blocks:
