Notifications: Not all markdown renders properly in markdown block

Steps to reproduce

1. Create a post with the markdown block
2. When you click the notification for that post the preview only renders some markdown

1. Create a comment with the markdown block
2. View it in the reader
3. Only some markdown renders

What I expected

The heading syntax should render correctly.

This also appears to impact the block preview and even published pages.

I tried testing with the footnote ability of markdown as per a user's request (In #3260443-zd) and footnotes ex:

 have more [^1] to say up here.
[^1]: To say down here.

Footnotes do not work at all.

Looking at the browser inspector I see that while the HTML shows a markdown block, something is wrapping each segment of markdown in a

tag so it doesn't function appropriately.

I confirmed that markdown is enabled in wp-admin and that it should function, as markdown works as expected via classic editor in wp-admin:

@automattic-ian Footnotes not working in the markdown block is a known issue, and is being worked on in Automattic/jetpack#11849
