Settings: Sharing: pro-active module activation

Once we move Sharing settings into /settings we will need to proactively turn on the publicize and sharedaddy modules. When a user interacts with the settings form to connect to a service or configure their sharing buttons, once they click 'save' we should check if the modules are active and autoactivate them for the user.
