Describe the bug

WooPayments filters payment methods during checkout according to the billing address. If a user initially selects a payment method in location X but then switches to location Y, where that method isn't available, none of the payment methods, including credit cards, is selected. One might assume that the payment method should default to a credit card in such cases. All this applies to shortcode checkout, where a payment method is opened by default when opening the checkout.

To Reproduce

  1. Enable EPS and Bancontact, ensure the store currency is EUR
  2. Navigate to shortcode checkout
  3. Select Austria in the billing country field, choose EPS payment method
  4. Change country to e.g. Belgium
  5. EPS now disappears but non of the other methods (card or Bancontact) are selected
