Don't think this is necessary in the current model, just assert 'not saying' with decent coordinates and Arctos will figure it out. |

Don't think this can make sense under the current (separated admin and spatial) model so closing, but possibly documentation should be updated: a good georeference and "we prefer not to say" geography is still discoverable by place terms via spatial data. |

We can find geography by spatial data. (Sorta/sometimes, see #4755.) There are no tools to do this. There should be, maybe.

Additional context
Needs discussion. Do we actually get data with coordinates and without geography, are we comfortable with any of the above, ???? Let's don't build things that won't get used, and lets focus on building things that will.
Priority
Might be high for the next new collection, but not stopping me from doing anything.
