Describe the bug

The ME energy level emitter simply doesnt seem to work, you can enter values in and have it switch between a certain amount, say 24,000,000 AE vs 25,000,000 AE, but theres no behavior of it actually switching with the actual amount in the system, or seemingly with actual specific values the system would have, it seems as if it only acts proportional to the MAX capacity as opposed to the current amount, and only updates when the threshhold number is changed

How to reproduce the bug

Have a network of reasonable size (not sure if the issue occurs with a bare minimum setup), my current example is a ring of 12 controllers and 20 dense energy cells.
Use a ME energy level emitter set to some size, say 25,000,000, and try to vary the current amount in the system proportional to this, using wireless AP's with 64+ boosters to drain the power, and using thermal expansion's fluxducts and flux limiter (orange arrow value is for energy out of the duct so use this value, blue arrow can be set to 0) helps here.

Expected behavior

In my current setup im trying to use the ME level emitter to send a signal to a flux limiter when the system is above a certain amount of charge, say 80%, or 25MAE out of the 32MAE total capacity, so that this limiter only supplies charge when the system needs more than whats comming in from other energy acceptors in the network, but this expected behavior from the emitter just doesnt seem to exist for some reason
