What happened?

The text for this quest is not quite accurate. It says "removes all negative enchantments from the pool".
As per a user from the Apothic discord:

They said that the Seashelf of Aquatic Filtration is the only block that can be used to remove actual negative enchantments.

I am one version away from the latest - was it fixed in latest?

I was holding off on updating due to known issues. Afraid it would cause crashing.

Likely replaced by Toshiba’s PR a while back.
