Describe the bug

Mobile jumplinks do not put focus on correct location - usually about 30px off.

Verify the version of @aurodesignsystem/auro-nav you have installed

The current version is:

Steps to reproduce the behavior:

1. Go to https://www.alaskaair.com/account/overview using mobile device display
2. Click on guest upgrades
3. use anchor linkage
4. See error

jumplink to display exact location of page.

@MattT2305 can you provide an example where you are seeing this issue? This screen capture was taken from Chrome 116 with the mobile inspector. While the mobile UI isn't great, this illustrates that tapping a link in the left moves the content to the right position.

We have a dynamic design that does not have a fixed height which fails on the mobile breakpoint only.
