HEVC Ingest via RTMP does not work

Describe the bug
Streaming via OBS Studio using the HEVC video codec, OME claims that it does not support this codec. This may be similar to #900 but OME does not crash, it just sends the error to the log file with a very precise line where the error occurred.

To Reproduce
Steps to reproduce the behavior:

1. Set Server.xml for basic RTMP input and LLHLS output for example: my Server.xml
2. Setup OBS Studio 30.2.3 to use RTMP and HEVC
3. Start streaming and see the error

Expected behavior
Ingesting video in HEVC via RTMP works without problems because ingesting HEVC via SRT protocol just works

and these two lines are very spammy (~300 lines a second)

• OS: Linux (Debian 12 Docker, and unRAID 6.12.13 Docker)
• OvenMediaEngine Version: v0.16.8 and dev
• Branch: release and master

rtmp protocol does not support HEVC by design. it is part of enhanced rtmp protocol.
