dnscrypt-proxy-r2 2.0.x dev release

This version won't carry out any DoT functions, however it's a DoT ready release.
You should build it from source tagged 2.0.x

Known issue:
Makefile was not working.
HTTPS/HTTP proxy is not working. (I haven't test it and it could be of use for DNScrypt protocol via CONNECT method)
Socks5 is not working and it will be enabled in next release. (I am going to merge with gosocks5 from https://github.com/ginuerzh/gosocks5, new approach to socks5 proxy)

Next release is 2.1.x
