[Feature Request]: Load safetensors LoRA from AWS s3 bucket URL.

What would your feature do ?

I want to load the LoRA weights from S3 bucket. When I mentioned the Lora name in the prompt, It should search a particular directory that can be set in settings for the LoRA model. It should not download the file onto system but should treat it as a storage system

Proposed workflow

1. Upload LoRA to s3 bucket under a directory.
2. Mention the directory in settings of webui.
3. When a LoRA is applied it should get weights from s3 bucket without downloading.
