"types" folder not creating, Crafts in types folder aren't loading

When I load Movecraft 5.0.2 for the very first time, it does not create the "types" folder, meaning I have to make it myself and transfer .craft files to it. Upon relaunch, however, no crafts are loaded, meaning that I am unable to pilot anything

Server version: spigot 1.11
OS: Windows 10
