Problem

가끔씩 LocalDateTime ms 비교로 인한 테스트 실패 발생
테스트 코드에선 LocalDate.now()를 쓰지 말자. LocalDate.now()도 함께 수정 필요

해당 부분 시간 fix해서 사용
