Document how to practice deploys

Summary

In #116 we discovered that the team doesn't have great documentation around how people can practice cloud deployments in a "safe space" where they don't have to worry about messing up production infrastructure.
We should set up these processes and document them.

• Create a "sandbox project" on AWS #102
• Create a sandbox account on GCP #126
• Document a workflow for practicing deploys using the above as examples

Documentation should clearly state tearing down these practice deploys too, to minimise the running cost of the projects. Ideally, the projects should cost as close to zero as possible for the majority of the time, with spikes around onboardings.
